Previously, reforms in youth justice in SA have prioritised a punitive populist response over state governments obligations to adhere to the UN Convention on the Rights of the Child (UNCRC), the UN Standard Minimum Rules for the Administration of Juvenile Justice (‘Beijing Rules’), the UN Rules for the Protection of Juveniles Deprived of their Liberty, the Optional Protocol to the Convention Against Torture and Other Cruel, Inhumane or Degrading Treatment or Punishment (OPCAT) and other international treaties ratified by Australia.
